Beverage Development & Formulation

You have a beverage idea. Liquid Solution turns it into a real, compliant, shelf-ready product — formulation, Health Canada compliance, packaging design and production through co-packing partners. We've done it for our own brands, end to end.

What is beverage development?

Beverage development is the complete process of turning a concept into a sellable product: recipe formulation, regulatory validation, container and label design, then volume production. Liquid Solution, a Quebec-based studio, guides entrepreneurs and brands through every one of these stages, from the first idea to the delivered pallet.

How does a project with Liquid Solution work?

A beverage development project at Liquid Solution follows five structured steps: concept discovery, lab formulation, regulatory validation against Health Canada and CFIA requirements, packaging design, and production with a co-packing partner. Each step ends with a concrete deliverable you approve before moving to the next.

  1. Discovery and scoping. Together we define positioning, target flavour profile, format (can, bottle), target price and sales channel. Deliverable: product brief.
  2. Formulation. Iterative recipe development — flavours, sweetener, acidity, functional ingredients — with tasting rounds until approval. Deliverable: final recipe and specification sheet. Timelines vary with recipe complexity — we confirm them in the initial brief.
  3. Regulatory compliance. We determine the product's status (conventional food or supplemented food under Division 29 of the Food and Drug Regulations), verify permitted ingredients, mandatory statements, and Canada's required bilingual French-English labelling. Deliverable: print-ready compliant label.
  4. Packaging design. Visual identity, can artwork, Nutrition Facts table (or Supplemented Food Facts table), barcodes and Quebec deposit-return requirements. Deliverable: approved print files.
  5. Production and co-packing. We match you with a manufacturing partner suited to your volume — typical market minimum runs range from 5,000 to 50,000 units depending on the bottler — then oversee your first batch. Deliverable: finished product, ready to sell.

Why is Health Canada compliance critical?

Because a non-compliant beverage can be pulled from the market. Drinks with functional ingredients (caffeine, amino acids, vitamins) often qualify as supplemented foods, regulated under Division 29 since 2022: total caffeine is capped at 180 mg per serving, and mandatory cautionary statements apply. Liquid Solution builds these requirements into the formulation from day one, not as an afterthought.

Add to that Canada's mandatory bilingual labelling and Quebec's expanded RECYC-QUÉBEC deposit system: 10¢ per ready-to-drink container from 100 ml to 2 L — aluminum since November 2023, plastic since March 2025, glass and multilayer cartons starting March 2027. Your label and cost structure need to account for this from the start.

What proof is there that it works?

Liquid Solution has developed its own brands end to end, proving mastery of the full cycle — formulation, compliance, packaging, production. Across our own brands, the studio has covered the full cycle in three different categories: a caffeine-free functional energy drink, a flavour-led soda line, and a premium non-alcoholic range — each with its own formulation, compliance and packaging constraints.

How much does developing a beverage cost?

Cost depends on formulation complexity, number of flavours and production volume. Liquid Solution works in stage-based packages, with the formulation investment quoted per project, plus production costs tied to bottler minimums (typically 5,000 to 50,000 units per flavour in the market). FAQ

Can I launch an energy drink with more than 180 mg of caffeine per serving?
No. Health Canada caps total caffeine at 180 mg per serving for energy drinks covered by Division 29. That's precisely why one of our own brands was formulated without caffeine: its lift comes from L-Theanine, L-Tyrosine and electrolytes.

Does my label have to be bilingual?
Yes. In Canada, most mandatory information on a prepackaged food label must appear in both French and English. In Quebec, the Charter of the French Language additionally requires French.

What is the minimum production run?
Typical market minimums range from 5,000 to 50,000 units per flavour depending on the co-packer and format. Liquid Solution matches you with the partner suited to your starting volume.

How long from idea to finished product?
It varies with recipe complexity and production line availability. We give you a precise schedule at the initial brief, through to your first sellable batch.
